The Government Payment Portal (GPP) – was created to electronically collect payments for electronic services supplied by public institutions, simplify and directly handle payments to the budget, and collect payments for utilities, communication, insurance and others over a unified platform. Also, one of the main goals of the GPP is to more effectively use the National Payment System, whose key components are the AZIPS and the LVPCSS, and expand access to electronic services across all regions of the country.
When making payments via the GPP infrastructure data of individuals are identified through the ‘ICADSS’ Inter-company Automated Data Search System of the Ministry of Internal Affairs, while data of private entrepreneurs and legal entities are identified through the ‘ATIS’ Automated Tax Information System the Ministry of Taxes. The 24/7/365 portal includes bank requisites of all public institutions and other organizations integrated to the GPP in a centralized manner, that are updated at their official appeals. At the same time, a budget level code on budget payments, budget revenues’ classification code, and other requisites that cause serious difficulties for payers are maintained in the portal as a centralized classifier, and added to payment transactions automatically. Information on payments received to the favor of participating organizations is delivered to the organizations’ internal information systems in a real time mode, while funds to relevant treasury or bank accounts opened with the State Treasury Agency and banks on the following working day. Collected funds are electronically reconciled on their inflow to related accounts and relevant information is sent to participants’ internal information systems at the end of each transaction day.
One of the most widely used functionalities of the GPP is the creation of Dashboards. Payers identify themselves in the relevant official public information resource using their identification cards to create dashboards and receive a unique identification code in an automated regime. The payer connects to public institutions, utilities, communication operators and other mass service entities integrated to the portal in line with the identification methods used by them and logs in to his/her dashboard, sees and pays for his/her liabilities in a unified electronic environment. At the same time, the payer without fail receives an SMS or e-mail on his/her liabilities before these organizations at his/her discretion. He/she can follow history of payments on any period.
Payments on over 440 types of services are received in postal operators – AzerPost LLC and Nakhchivanpost LLC, and service network of all banks throughout the country, and payment terminals in cash and, and in a cashless form via payment cards and bank accounts using GPP’s Internet resource (www,gpp.az) and banks’ e-banking services in favor of central executive power authorities, courts, municipalities, legal entities whose equity skates are owned by the government, high education institutions, insurance companies and communication operators.
ASAN Service related payments through the ‘ASAN pay’ system of the Innovations Center subordinated to the State Agency on Public Services and Social Innovations under President of the Republic of Azerbaijan, ‘ASAN pay’ terminals, mobile ASAN buses, are received at bank departments integrated to the GPP, and those operating in ASAN Service Centers, as well as over the official Internet resources of the GPP.
Information in the GPP is exchanged with participants over the Closed Telecommunication Network. Electronic certificates of the CBA’s Bank Certification Services Center are used to secure the exchange of information.
