The Interbank Card Center (ICC) – has been created to enable interface among all organizations engaged in processing in the country with direct access to International Card Organizations (ICO), elevate the level of security by processing domestic card operations with payment cards issued by resident banks though this infrastructure, flexibly adjust interbank service fees to market requirements to make card operations more effective, and reduce expenses of card infrastructure participants.
All banks and Card Schemes (card processing centers) operating in the country are ICO members – systems of the “AzeriKard” LLC, “MilliKart” LLC, also “Kapital Bank” OJSC, “Paşa Bank” OJSC, “Unibank” OJSC, “Bank of Baku” OJSC, “Yapı Kredi Bank Azerbaijan” CJSC, “Azər-Türk Bank” OJSC are directly integrated to the ICO infrastructure, while exchange of information on other banks is maintained via Card Schemes they are serviced by.
Information in ICOs is exchanged over the local Closed Telecommunication Network. For the sake of business continuity information between SCs and In-house bank systems and the ICO infrastructure is exchanged over clustered telecommunication lines. Information is replicated in an online mode between Main and Back-up Centers. To secure exchange of information with participants, their staff log in to work stations using electronic certificates by the CBA’s Bank Certification Services Center.
Procedures are in place to resolve disputes related to ICC operations with the automated workstation for dispute resolution being adjusted to them. If the incident between participants is not resolved, the CBA resolves the case as a competent authority according to the regulations in place.
The ICC operates on a 24/7/365 regime. Inquiries on card operations denominated in national and foreign currencies (USD, EUR, GBP) are instantly transferred among participants. Final settlements on ICC operations are maintained in the AZIPS on the basis of nettoes calculated for participating organizations.
