DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN
on approval of strategic roadmaps on the national economy and main sectors of the economy
Ongoing and competitive development of the non-oil sector in the Republic of Azerbaijan is a priority direction of the economic policy of the state.
The long-term economic policy founded by the national leader of the Azerbaijani people Heydar Aliyev laid a solid foundation for macroeconomic stability and dynamic economic growth in the country. As a result, a wide range of entrepreneurs was formed, the role of the private sector in the socio-economic development of the country increased and significant achievements were made to integrate to the global economic system.
Within the framework of sustainable economic reforms, this policy was further improved with modern conceptual approaches tailored to global economic challenges, formation of free market relations and self-developing socially oriented, diversified national economy in line with strategic goals. As a result of targeted measures, macroeconomic stability was maintained, balanced development of the non-oil sector and regions as a whole accelerated, strategic foreign exchange reserves were effectively used, state support for entrepreneurship strengthened, favorable business and investment climate was formed, social welfare of the population bettered on an ongoing basis.
However, recent developments in the region and the global economy, dramatic drop in oil revenues, the complex external economic environment affected macroeconomic and financial stability. Implementing a number of systemic measures in accordance with the main strategic goals of economic reforms in order to adapt to the new challenges posed by global processes and minimize the impact of the current global economic crisis on our country, formation of a qualitatively new model of economic development creating an organic connection and mutual harmony between the current, medium and long-term periods of socio-economic development is one of the main priorities.
In this regard, to ensure an in-depth analysis of the current state of the economy and develop a new economic development strategy to ensure sustainability of economic policies and reforms in the country, the President of the Republic of Azerbaijan issued Order No. 1897 on 16 March 2016 to approve the ‘Main directions of the strategic roadmap on the national economy and key sectors of the economy’, as well as a relevant working group was established to ensure elaboration of development plans in accordance with these directions.
Pursuant to the Order, the Working Group developed draft strategic roadmaps for the national economy and eleven key sectors of the economy with the participation of local and foreign experts, experienced specialists, consulting companies and scientific organizations, in effective cooperation with international organizations operating in the country. The strategic roadmaps include an economic development strategy and action plan for 2016-2020, a long-term outlook for the period up to 2025, and a target outlook for the period after 2025. The projects were openly discussed and the final document took into account numerous opinions and suggestions of stakeholders, including civil society institutions and citizens.
Guided by Para 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to determine perspective development goals and directions of the country, to ensure their realization, in accordance with Order No. 1897 of the President of the Republic of Azerbaijan dated 16 March 2016 ‘on approval of the main directions of the strategic roadmap for the national economy and key sectors of the economy’ I decide:
1. to approve the following strategic roadmaps:
1.1. ‘Strategic Roadmap on National Economic Perspectives of the Republic of Azerbaijan’ (attached);
1.2. ‘Strategic Roadmap on Development of the Oil and Gas Industry (including Chemical Products) of the Republic of Azerbaijan’ (attached);
1.3. ‘Strategic Roadmap on Production and Processing of Agricultural Products in the Republic of Azerbaijan’ (attached);
1.4. ‘Strategic Roadmap on Production of Consumer Goods at the level of Small and Medium Entrepreneurship in the Republic of Azerbaijan’ (attached);
1.5. ‘Strategic Roadmap on Development of the Heavy Industry and Machine Building in the Republic of Azerbaijan ‘(attached);
1.6. ‘Strategic Roadmap on Development of the Specialized Tourism Industry in the Republic of Azerbaijan ‘(attached);
1.7. ‘Strategic Roadmap on Development of Logistics and Trade in the Republic of Azerbaijan’ (attached);
1.8. ‘Strategic Roadmap on Development of Affordable Housing in the Republic of Azerbaijan’ (attached);
1.9. ‘Strategic Roadmap on Development of Vocational Education and Training in the Republic of Azerbaijan’ (attached);
1.10. ‘Strategic Roadmap on Development of Financial Services in the Republic of Azerbaijan’ (attached);
1.11. ‘Strategic Roadmap on Development of Telecommunications and Information Technologies in the Republic of Azerbaijan’ (attached);
1.12. ‘Strategic Roadmap on Development of Utilities (electricity and heating, water and gas) in the Republic of Azerbaijan ‘(attached).
2. To determine that:
2.1. the Administration of the President of the Republic of Azerbaijan shall exercise general management and control over the implementation of the strategic roadmaps approved by this Decree;
2.1-1. To apply more prompt implementation and control mechanisms to achieve the goals and objectives set in the strategic roadmaps approved by this Decree, the Administration of the President of the Republic of Azerbaijan, in coordination with relevant executors, may prepare a detailed action plan addressing sub-actions, main and other executors, and implementation periods;
2.2. The Center for Analysis of Economic Reforms and Communication shall monitor, evaluate and communicate activities envisaged in the strategic roadmaps approved by this Decree.
3. The Administration of the President of the Republic of Azerbaijan:
3.1. to take measures to ensure compliance of draft state programs, development concepts, strategies, action plans to be prepared after the entry into force of this Decree with the strategic roadmaps approved by this Decree;
3.2. to submit proposals on implementation mechanisms of the strategic roadmaps approved by this Decree to the President of the Republic of Azerbaijan within 15 days.
4. The Cabinet of Ministers of the Republic of Azerbaijan:
4.1. to prepare and submit to the President of the Republic of Azerbaijan proposals on bringing the acts of the President of the Republic of Azerbaijan into compliance with this Decree within three months;
4.2. to ensure compliance of normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan with this Decree within three months and inform the President of the Republic of Azerbaijan;
4.3. to control compliance of normative legal acts of central executive bodies with this Decree and to inform the President of the Republic of Azerbaijan on its implementation within five months;
4.4. to resolve other issues arising from this Decree.
5. Central and local executive authorities, public legal entities established on behalf of the state and legal entities whose shares (stakes) are owned by the state:
5.1. to be guided by provisions of the strategic roadmaps approved by this Decree in preparation of drafts of strategic plans, state programs, development concepts, strategies, action plans on directions of activity in the economic sphere;
5.2. to resolve other issues arising from this Decree.
