Government Payment Portal (GPP) – was created to ensure electronic collection of payments on electronic services provided by public institutions, simplify the process of and organize direct processing of budget payments and collection of payments for utilities, communication, insurance and other payments over a single platform. One of the main goals of the GPP is also to ensure a more effective use of the National Payment System infrastructure and expand access to electronic payment services across all regions of the country.

When making payments via the GPP individuals are identified through the ‘ICAISS’ Intercompany Automated Information Search System of the Ministry of Internal Affairs, while individual and legal entity entrepreneurs are identified through the ‘ATIS’ – Automated Tax Information System. The Portal is available 24/7/365. Bank requisites of all public instituions and other organizations integrated to the GPP are included to the portal’s database in a centralized order and are updated upon official request of these organizations. At the same time, a budget level code on budget payments, budget revenues classification code and other requisites that create serious difficulties for payers are also stored in the portal as a centralized classifier and added to transactions automatically. Information on payments made in favor of participating organizations is delivered to internal information systems of organizations in a real time mode, while financial resources are delivered to relevant treasury accounts opened with the State Treasury Agency and banks, or bank accounts on the following business day. Electronic reconciliation is maintained at the end of each operation day on delivery of pooled funds to relevant accounts and relevant information is sent to participating organizations’ internal information systems.

Payments through the GPP infrastructure for up to 1100 types of services in favor of central executive bodies, courts, municipalities, state-owned legal entities, state higher education institutions, insurance companies and communication operators can be made at the network service of postal operators like the Azerpost LLC, the Nakhichivanpost and all banks operating throughout the country, payment terminals in cash and with payment cards and through bank accounts in a cashless form and e-banking services of banks."

Payments are made possible at bank branches located in ASAN Service Centers of the State Agency for Public Service and Social Innovations under President of the Republic of Azerbaijan and mobile ASAN buses in cash and with payment cards using POS-terminals over the GPP infrastructure. Payments related to this coordinating structure can also be made over the GPP’s official Internet resource.
Information in the GPP is shared among participants over the Closed Telecommunication Network. To ensure security of information sharing electronic certificates of the Bank Certificate Center of the CBA are used.
