Abstract: The main purpose of the paper is to explain the factors affecting the determination of the fiscal policy framework in resource rich countries. For this purpose, the country practices (cases) and rules of fiscal framework and their selection criteria have been analyzed. Permanent income hypothesis, non-resource fiscal balance, balance sheet and expenditure growth rules are the main ones applied in resource rich countries.
