The amendments to the ‘Regulation on maintaining payment operations and on payment instruments’, approved by the Management Board of the Central Bank on 13 March 2024 under Decision No. 12/3, introduce new concepts related to QR code payments and establish new requirements for conducting payment transactions via QR codes.
In accordance with legislative requirements, QR code payment transactions in the Republic of Azerbaijan should comply with the ‘Requirements for AZQR codes for QR-based payment transactions in the Republic of Azerbaijan’, developed by payment service providers. This document defines the minimum standards for the creation and format of AZQR codes, including the mandatory fields to be included in the code
