The Central Bank of the Republic of Azerbaijan regulates reception of citizens by the Law of the Republic of Azerbaijan ‘on Citizens' Appeals’, the ‘Regulations on conducting clerical work related to citizens’ appeals in public and municipal bodies, legal entities and budget organizations owned by the state or municipality or whose controlling shares (stocks) are owned by the state or municipality’, approved by Decree No. 950 of the President of the Republic of Azerbaijan dated 23 June 2016 and the 'Regulations of the Central Bank of the Republic of Azerbaijan on handling and receiving consumer and investor appeals at the Central Bank of the Republic of Azerbaijan, analysis of appeals, and the use of the ‘966’ Call Center'.
Citizens are received at the Central Bank in three ways:
1. Physical reception at ASAN Service Center No. 2, located at 23 8 November Avenue, Baku and ASAN Service Center No. 5, located at 115 Heydar Aliyev Avenue, Baku.
2. Video reception
Video reception of citizens at the Central Bank is carried out through the online platforms. Consumers willing to participate in the video reception can provide information by sending a letter to the Central Bank in an official manner, calling the Central Bank ‘966’ Hotline and sending a message to the WhatsApp number +99455 966 19 66.
3. Mobile reception
The Central Bank can organize mobile reception based on the number and content of applications received from different regions of the country. The Bank publishes an announcement on mobile reception of consumers on its official website and mass media. The date and venue of the mobile reception to be held in different regions of the Republic of Azerbaijan is agreed in advance with the relevant local executive authority.
To participate in the mobile reception, only consumers registered or actually live in administrative-territorial units covered by the region where the reception is held, are registered for reception by indicating the reasons for applying. The relevant executive authority registers written and verbal applications of consumers who are registered or actually live in the administrative territorial unit where the mobile reception will be held and want to be registered for the reception. The relevant executive authority forwards a list of registered consumers and written applications for acceptance to the Central Bank. Registered consumers are received in the order of registration, while disabled citizens are received first.
The Bank identifies citizens based on their ID cards, powers of representatives of individuals or legal entities are verified based on documents confirming their powers.
