Pursuant to Article 48.1 of the Law of the Republic of Azerbaijan ‘on Payment Services and Payment Systems’, payment system operators (except for the Central Bank) may engage in payment services after being licensed.

A payment system is a funds transfer system with three or more participants, with formalized and standardized common mechanism and rules for processing, clearing and/or settlements of payment transactions.

A payment system operator is a person who organizes payment system operations in accordance with the law and determines the system’s rules.
The Central Bank maintains a public register of supervised entities and payment agents. The Register includes names of supervised entities, their branches and representative offices, legal addresses, names of their officials, registration numbers and dates of licenses issued and revoked, types of licensed activities, including the payment agent’s name, address, managers (if a legal entity), types of licensed activities, supervised entities terminated and information about payment agents.
