18 December 2025, Baku: The ‘Insurance Agents and Intermediaries Forum’ was held with the support of the Central Bank, in cooperation with the Azerbaijan Insurers Association and the Compulsory Insurance Bureau.
The objective of the Forum was to stimulate activities of insurance intermediaries operating in the country, discuss current challenges in the field and identify ways of their possible elimination.
In his welcoming speech, Vusal Gurbanov, Executive Director of the Central Bank, emphasized that the event holds special significance for discussing the current state of insurance intermediation, directions for institutional development, and upcoming key priorities. He highlighted recent consecutive measures undertaken by the Central Bank to align insurance intermediation with international practices. Gurbanov noted that these initiatives aim to strengthen the systematic and sustainable role of insurance intermediaries in expanding insurance coverage. He also expressed confidence that the issues discussed at the forum would provide a conceptual foundation for measures to be implemented in the next phase.
Panah Bannayev, Director of the Central Bank’s Insurance Regulation Department, led an informative session titled the ‘Regulatory Framework and Planned Steps for the Activities of Insurance Intermediaries.’ He briefed forum participants on the current legal framework governing insurance intermediaries, the challenges ahead, and the Central Bank’s draft initiatives aimed at developing the insurance intermediation sector.
The event continued with panel discussions attended by representatives of relevant government agencies, MPs, insurance, and banking sector professionals, as well as insurance agents and brokers.
The forum also served as an important platform for sharing international experience. Senior officials from the Turkish Insurance Association and the Kazakhstan Insurers Association highlighted key insights from the practices of their countries through video presentations.
