14 October 2026, Baku: The Central Bank of the Republic of Azerbaijan has approved a new fee structure for payment system services, with lower maximum fees for two settlement systems and revised charges for card transfers. The changes were approved by the Central Bank’s Management Board under Resolution No. 39/5, dated 15 September 2026.
Under the revised tariff policy, service fees for settlement sessions across payment systems have been harmonized. Maximum fees for the Real-Time Gross Settlement System (AZIPS) and the Low Value Payments Clearing and Settlement System (LVPCSS) have been cut by half and one-third, respectively. The new model introduces fixed fees based on transaction-value bands, regardless of when a transaction is processed.
Fees for the Instant Payments System (IPS), which supports real-time payments and settlements around the clock, have been set below those charged by other systems to improve access to innovative payment services. The system allows users to transfer funds between bank accounts using simple identifiers and receive funds instantly, helping improve access to available funds.
The Central Bank has also revised fees for the Interbank Card Centre (ICC) and introduced tariffs for processing card-to-card transfers.
The revised tariff policy reflects prevailing market conditions and aims to optimize fees for payment service users while supporting the development of innovative payment solutions.
The new fees will take effect on 1 April 2027.
