1. The CBA is announcing an open tender on the following lots:
- Lot 1: launch of unified virtual infrastructure for critical information systems in use (the General Ledger, the Cash Management System, the Electronic Statistical Database and Analytic Reposting System, the Portfolio Management System, the Electronic Signature Certification System);
- Lot 2: procurement of computers, printers, network equipment and software;
- Lot 3: procurement of spare parts for computers in use.
The bid is to be held at the CBA administrative tower (90, R.Behbudov Str., Baku city) on 10 April 2019 at 15.00.
2. Interested bidders should submit the following documents to be eligible:
- tender application;
- notarized copies of documents confirming Bidder’s legal status (Charter, certificate of state registration or statement from the registry);
- document confirming authorities of the persons empowered to sign the bid and procurement agreement;
- bank statement confirming payment of the participation fee;
- bank statement on financial standing over the past one (1) year;
- reference issued by the relevant government authority on absence of expired obligations on taxes and other compulsory payments in the Republic of Azerbaijan (by foreign bidders);
- two copies of the bid (original and copy) in Azerbaijani (to be valid through 23 May 2019);
- bank guarantee in the amount of 1 (one) percent of the bid (as per the RFP);
- information confirming availability of maintenance service in Baku (on Lots 2 and 3);
- information on bidder’s at least 2-year related experience (corporate customer’s name, address, and contact number);
- other data and documents specified in the RFP.
3. The bidder shall submit a signed and sealed bid and bank guarantee of the bid in a written form in two-fold envelope till 18.00, 9 April 2019, and other sealed and signed necessary documents in a written form in closed envelopes to the CBAR administrative tower located at 90, R.Behbudov Str, Baku city no later than 18.00, 29 March 2019. Envelopes and documents submitted upon deadline will be returned without opening and the bidder will not be allowed to the tender.
4. Bidders should transfer the AZN250 (two hundred and fifty) worth of participation fee per lot to the following account of the CBA:

5. Foreign bidders shall transfer the participation fee to the following account at an official exchange rate of USD established by the CBA as of the payment day:

6. Commencement: from the day the procurement agreement is signed.
7. Period of supply of goods and works:
- Lot 1: within 6 (six) months from the day the procurement agreement is signed.
- Lot 2: within 45 (forty-five) bank days from the day the procurement agreement is signed.
- Lot 3: demand based, within 1 (one) year.
8. Assessment criteria: price and technical factors.
9. Any person, willing to participate in the tender may get the RFP in Azerbaijani at the CBAR Administrative tower, located at 90, R.Behbudov Str., Baku city by submission of the bank reference confirming payment of the participation fee.
