1. Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open e-procurement on the following lots:
Lot 1: Purchase of cash-in-transit vehicles meeting modern requirements for transportation of cash and valuables in the Central Bank of the Republic of Azerbaijan;
Lot 2: Purchase of desktop cash processing, money counting, money collecting, as well as money authentication (detector) machines to ensure the operation of the treasury infrastructure of the Central Bank of the Republic of Azerbaijan;
Lot 3: Purchase of a forklift hoist to ensure the operation of the treasury of the Central Bank of the Republic of Azerbaijan.
2. The bid will be held at 15.00, on 17 May 2022 over the single Internet portal for public procurements (https://etender.gov.az/) (hereinafter – Portal).
3. Only business entities that are allowed to participate in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.
4. Interested persons may get the Request for Proposals by paying the following participation fees through the Portal in accordance with the "Rules for amount, payment and use of participation fee in e-procurement using the method of open tender or quotation request" approved by the Decision No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021:
Lot 1: AZN 450 (four hundred and fifty);
Lot 2: AZN 350 (three hundred and fifty);
Lot 3: AZN 100 (hundred).
The participation fee is non-refundable.
5. Tenderdə iştirak etmək üçün iddiaçılar Portal vasitəsilə aşağıdakı sənədləri təqdim etməlidirlər: Bidders should submit the following documents via the Portal to be eligible:
- bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites;
- document confirming authorities of persons empowered to sign the bid and procurement agreement;
- information on the bidder’s category of division of business entities;
- bank statement on the financial condition of the bidder for the last 1 (one) year;
- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);
- the bid in Azerbaijani (to be valid through 01 July 2022);
- bank guarantee in the amount of 1 (one) percent of the bid (as per the RFP);
- information reflecting the bidder's at least 2 (two) years of work experience (name, address, contact phone number of corporate clients);
- information that the bidders, their managers and employees have not been convicted of a criminal offense or have not been barred from engaging in relevant professional activities during the 5 years prior to the start of the procurement procedure due to their professional activities or misrepresentation of qualification data for the procurement agreement;
- information that the bidders were not declared bankrupt, their property was not seized, there was no collateral for payment, and their commercial activity was not suspended by a court decision.
6. Bidders may deliver bids and bank guarantee by 18.00, 16 May 2022 at the latest and other required documents by 15.00, 05 May 2022 at the latest, via the Portal.
7. Commencement date: from the date of the signing the procurement agreement;
8. Term of delivery of goods:
Lot 1: within 270 (two hundred and seventy) calendar days from the date of signing the procurement agreement;
Lot 2: within 120 (one hundred and twenty) calendar days from the date of signing the procurement agreement;
Lot 3: within 120 (one hundred and twenty) calendar days from the date of signing the procurement agreement.
9. Evaluation criteria:
Lot 1: price and techical factors (quality factor (functional suitability), warranty and maintenance conditions during the warranty period, the period of delivery of vehicles).
Lot 2 and Lot 3: price and quality factor (functional suitability).
10. Bidders may get all tender related enquiries and explanations only via the Portal.
Bidders can watch opening and evaluation of bids via the Portal.
